CCTV monitoring posts should be established with detailed post instructions and monitoring personnel should not be assigned any additional duties.
Intermittent rotation of the CCTV monitoring posts should be conducted between thirty minutes and one hour to off-set end user fatigue.
CCTV images should be recorded twenty-four hours a day.
Captured images should be archived for a minimum of one month for review of security incidents that are not immediately evident.
Locations identified as critical (i.e. mechanical rooms, HVAC fresh air intakes, and telecommunications rooms) and/or sensitive (high pedestrian movement locations, parking garages, and loading docks) should have maximum CCTV coverage.
Pan-tilt-zoom (PTZ) and/or fixed cameras should be installed in tamper and/or weather resistant housings.
All video transmission cable/wire should be installed in rigid conduit to deter tampering with video signals.
Signage should be implemented stating the area is monitored by CCTV.
Exterior CCTV should be installed at high elevations so that a “sky view” is achieved. This application also provides greater coverage and affords tamper-resistance.
The CCTV system should be interfaced with the current alarm points and access control system to allow for remote assessment of an alarm condition.
Transmission of video signal is best accomplished via fiber optic cable, which provides for greater bandwidth.
Lighting levels suitable for CCTV range from 30 – 100 foot candles.
The suggested viewing distance for a 17” monitor is 4’-13’ from the monitor.
